Franco-German agenda to undermine London's role as financial center?

A BBC radio correspondent on the PM program just expressed a very provincial and knee jerk opinion that behind the Franco-German pressure for greater financial regulations is a hidden agenda to undermine the position of the City in London as a global center of capital markets.

Simple question that he failed to address - Is it a good idea to avoid the consequences of light touch regulations or not?
